Amends Federal law concerning the national minimum drinking age to direct the Secretary of Transportation to promptly apportion to a State funds which have been withheld in any fiscal year because such State's legal minimum drinking age was less than 21 years of age if the number of traffic fatalities involving persons 18 through 20 years old who were driving while intoxicated in each of two consecutive years following such fiscal year is at least ten percent less than the number of such fatalities occurring in that State within the calendar year preceding the first day of such fiscal year.
