A bill to amend the Federal Election Campaign Act with respect to contributions and expenditures by national banks, corporations, and labor unions.

Amends the Federal Election Campaign Act to declare that contributions, gifts, or payments by union members to a separate fund which is used by the union for political purposes must be voluntary and unrelated to monies required as a condition of employment.

Declares it to be unlawful to use monies paid to an organization as a condition of employment for any type of election or campaign activity by such organization.
