Title I: Fort Caroline National Memorial - Provides that the Fort Caroline National Memorial shall serve as the principal interpretive center and administrative facility for such ecological and historic and prehistoric sites as may be identified or administered by the Secretary of the Interior in the vicinity and in the Nassau, Saint Marys, and Saint Johns River Valleys.
Title II: Preservation of Nassau Ecological Area and Protection of Significant Historic assets - Establishes the Nassau Ecological Preserve comprised of specified lands, including the Theodore Roosevelt Preserve. Authorizes the Secretary to acquire such lands and administer the preserve to protect the natural ecology.
Authorizes the Secretary to acquire by donation or purchase with donated funds historic sites or properties in the area of northeastern Florida.
Provides for an integrated administration and interpretation of the Nassau Ecological Preserve with the Fort Caroline National Monument.
Authorizes appropriations.
