A bill to amend the Federal Water Pollution Control Act to permit the Administrator of the Environmental Protection Agency to change a State's priority list of wastewater construction projects if the Administrator determines that Federal funds for such projects have not been equitably distributed within such State.

Amends the Federal Water Pollution Control Act (the Clean Water Act) to authorize the Administrator of the Environmental Protection Agency to modify a State's priority list for the allotment of Federal funds for the construction of publicly-owned treatment works if the Administrator determines that over a period of ten years such funds have not been equitably distributed. Requires public hearings and notice to the State's Governor before any such modification is made.
