Amends the Public Buildings Act of 1959 to require that each public building constructed or altered under such Act shall, to the maximum extent feasible, be in compliance with: (1) one of the nationally recognized model building codes; (2) State and local zoning laws; (3) State and local laws relating to landscaping, open space, parking, minimum distance from a property line, maximum height, historic preservation, and other similar laws.
Provides that no action may be brought against the United States for failure to meet the requirements of this Act.
