Amends the Federal Meat Inspection Act to prohibit the importation of live animals or meat products from countries having standards for the use of antibiotics chloramphenicol and dimethridazole in food producing animals that are not as stringent as those of the United States.
Directs the Secretary of Agriculture, along with other appropriate Departments, to seek and participate in negotiation for the purpose of developing an international agreement regarding the use of antibiotics and other drugs in livestock production.
