A bill to amend the Communications Act of 1934 to provide that the extent to which the needs and interests of children are addressed by the programming of a television or radio broadcast station shall be taken into account in license renewal proceedings involving the station.

Amends the Communications Act of 1934 to direct the Federal Communications Commission, in determining whether the public interest, convenience, and necessity will be served by renewal of any radio or television broadcast station license, to consider the extent to which the station addressed the needs and interests of children through its programming.
