Amends the Tariff Schedules of the United States to change the tariff treatment of motor fuel and motor fuel blending stock. Imposes a 10.8 percent ad valorem tax on the first 3,000,000,000 gallons of gasoline and motor fuel blending stock entered into the United States during the 12 month period beginning July 1 in any year. Imposes a 21.6 percent ad valorem tax on other type gasoline and motor fuel blending stock.
Redefines the term naphthas to mean naphthas derived from petroleum, shale oil, natural gas, or combinations thereof (except those to be used as motor fuel or motor fuel blending stock).
Defines motor fuel blending stock as any product derived primarily from petroleum shale oil or natural gas, whether or not containing additives, to be used for direct blending in the manufacture of motor fuel.
