Amends the Tariff Schedules of the United States to suspend, for a three year period beginning on the 15th day after the enactment of this Act, the duty on 2,2'-oxamido bis-(ethyl 3-(3,5-di-tertbutyl-4 hydroxy-phenyl) propionate).
