Amends the Tariff Act of 1930 to establish a drawback (refund) procedure for the exportation of "cognate articles." Defines cognate articles as merchandise of the same general kind that has common characteristics, similar production methods, or is manufactured, produced, or purchased for resale by a cognate article business unit.
Allows the drawback for imported merchandise used in the manufacture of exported cognate articles and for imported and domestic cognate articles which are exported in unchanged condition.
Sets forth the method for calculation of the drawback amount. Provides that the use of this drawback precludes claims for a drawback under any other provision of law.
