Amends the Uniform Time Act of 1966 to change the changeover dates of standard time in each time zone from the last Sunday of April to the first Sunday of March, and from the last Sunday of October to the first Sunday of November.
Directs the Secretary of Transportation to study and report to the Congress the effects of extending daylight saving time upon: (1) the use of energy; (2) incidence of crime; and (3) traffic safety.
