Amends the Controlled Substances Act to transfer marihuana from schedule I (abuse potential, no accepted medical use) to schedule II (accepted medical use) under such Act.
Establishes in the Department of Health and Human Services an Office for the Supply of Internationally Controlled Drugs, to be responsible for regulating the domestic production and distribution of marihuana.
Establishes procedures for the production and use of medical marihuana.
Permits the distribution of medical marihuana only to hospitals and pharmacies registered to dispense schedule II controlled substances for the purposes of treating glaucoma or cancer or research approved under the Federal Food, Drug, and Cosmetic Act.
Provides for a marihuana abuse prevention and information program through the National Institute on Drug Abuse.
