Authorizes the American Battle Monuments Commission to establish a memorial on Federal land in the District of Columbia or its environs to honor members of the U.S. armed forces who served in the Korean War. Establishes a Korean War Veterans Memorial Advisory Board responsible for recommending the site and design and encouraging private donations for the memorial. Requires that the memorial be established in accordance with a specified Act approved by the House of Representatives on September 29, 1986.
Authorizes appropriations.
