Amends the Occupational Safety and Health Act of 1970 to require employers to report immediately to the Secretary of Labor employee exposures to any hazardous substance referred to or designated under specified provisions of the Comprehensive Environmental Response, Compensation, and Liability Act of 1980, if such exposures require medical treatment for five or more employees.
Amends the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (CERCLA) and the Federal Water Pollution Control Act (FWPCA) to require persons in charge of vessels or offshore or onshore facilities to immediately notify the Area Director of the Occupational Safety and Health Administration of the Department of Labor of: (1) releases (other than federally permitted ones) of a hazardous substance in reportable quantities under CERCLA; and (2) discharges of oil or hazardous substances in violation of specified FWPCA provisions.
