A bill to allow the President to rescind items of appropriation unless the Congress enacts legislation disapproving that rescission.
Line Item Veto Appropriation Rescission Act of 1985 - Permits the President to rescind any line item appropriation which he determines will not be required to carry out the full objectives or scope of programs for which it is provided. Permits such a rescission for general fiscal policy or other reasons as well. Requires the President to transmit a specified report to the Congress before effecting such a rescission.
Permits the Congress to enact legislation disapproving such rescission or line item veto appropriations.
