Prohibits the imposition of import quotas on sugar and repeals any existing quotas on sugar. Authorizes increases or decreases in the tariff on sugar if such change is appropriate to give effect to the interests of domestic sugar producers and materially affected contracting parties to the General Agreement on Tariffs and Trade.
Amends the Agricultural Adjustment Act of 1933 to authorize the President to rebate to the government of any foreign country the fees charged for imports of sugar from that country.
Amends the Agricultural Act of 1949 to authorize price supports for sugar and sugarcane producers.
