Amends a specified Federal law to authorize additional appropriations for development at the Allegheny Portage Railroad National Historic Site and the Johnstown Flood National Memorial, Pennsylvania.
Authorizes the Secretary of the Interior to enter into an agreement with the Johnstown Flood Museum Association enabling the Secretary to provide technical and financial assistance to the Johnstown Flood Museum.
Prohibits Federal funds from being used to provide financial assistance to the museum until such an agreement has been executed. Limits Federal financial assistance to no more than 50 percent of the cost of the museum.
Authorizes the Secretary to accept the donation of the building and collection owned by the Johnstown Flood Museum Association, and the land on which the building is situated, for inclusion within the boundary of the Johnstown Flood National Memorial without regard to any acreage limitations on the memorial.
