Amends the Central, Western, and South Pacific Fisheries Development Act to include nations that are parties to a licensing agreement among those entities with which the Secretary of Commerce may carry out tuna and latent fisheries resources development programs.
Transfers authority from the Secretary of Commerce to the Secretary of State (with the concurrence of the Secretary of Commerce) to establish cooperative programs for the development of tuna and other latent fisheries resources of the Central, Western, and South Pacific Ocean.
