Requires the Secretary of the Interior to: (1) complete a technical and legal review of any tribal constitution or bylaws or amendments proposed under the Indian Reorganization Act; and (2) call an election for the adoption of such proposed constitution, bylaws, or amendments. Requires the Secretary to notify the tribe of any inconsistency with Federal law with respect to such constitution, bylaws, or amendments. Establishes procedures for the approval or disapproval of such proposed constitution, bylaws, or amendments.
