Amends the Federal Insecticide, Fungicide, and Rodenticide Act to prohibit the registration or reregistration of any pesticide or herbicide unless the Environmental Protection Agency has tested it and determined that it is not likely to endanger human beings.
Revokes the registration of any pesticide or herbicide that has not been tested within three years of enactment of this Act.
