A bill to protect voting rights guaranteed by the fourteenth and fifteenth amendments to the Constitution by preventing inappropriate registration procedures.

Directs States to conduct voter registration: (1) during regular business hours and days; (2) during voting hours at polling places on election days; and (3) at other times prescribed by State law.

Prohibits any State from denying any individual the right to vote in any Federal election because such individual is not registered to vote if such State does not conduct registration as required by this Act.
