A bill to require the Secretary of State, in exercising the authorities provided by the Foreign Missions Act, to consider the impact on local communities of acquisitions by foreign missions of property and other benefits within those communities and to consult with appropriate local governments in assessing such impact.

Amends the State Department Basic Authorities Act of 1956 to require the Secretary of State, in determining the treatment to be accorded foreign missions, to consider the impact on local communities of the acquisition by such foreign missions of property and other benefits.

Requires the Secretary to consult with the governments of affected local communities in assessing such impact.
