Amends the Federal Power Act to require that all license applications for the construction or modification of hydroelectric projects with a 15,000 or less kilowatt power producing capacity be transmitted by the Federal Energy Regulatory Commission to the State in which the project is located for State review and approval.
Authorizes State Governors to designate a State authority to cooperate with the Commission regarding State approval and review of such license applications.
