Amends the Highway Improvement Act of 1982 to provide that five percent of the amounts authorized for FY 1986 through 1987 for the Federal-aid Primary System shall be used to complete certain priority primary route projects designated in Committee Print No. 97-61 of the House Committee on Public Works and Transportation (including the proposed Corridor Z Priority Primary Route from Kansas City, Missouri, to Brunswick, Georgia).
