Authorizes the Secretary of the Interior to establish a monument on Federal land in the District of Columbia to recognize and honor Martin Luther King, Jr.
Directs the Secretary to select, subject to the approval of the Commission of Fine Arts and the National Planning Commission, the site, design, and plans for the monument.
Provides that no U.S. funds may be used to establish the monument, but that the Secretary may accept donations and enter into certain cooperative agreements.
Directs that the Secretary's authority expires three years after this Act unless, within that period, the Secretary: (1) determines that sufficient funds are available to complete the monument; and (2) commences its establishment.
Directs that maintenance of the monument is the Secretary's responsibility.
