Amends the law regarding the maximum national speed limit to direct the Secretary of Transportation to disapprove State highway projects seeking Federal proportional contribution if the applicant State permits: (1) a maximum speed limit exceeding 55 miles per hour on any public highway portion lying within a traffic-congested area; (2) a maximum speed limit exceeding 70 miles per hour on any public highway portion lying outside a traffic-congested area; or (3) speed limits which are not uniformly applied to all motor vehicles on any other portion of public highway if such portion had a uniformly applicable speed limit on November 1, 1973.
Directs the Secretary to establish standards for the determination of traffic-congested areas within 180 days after enactment of this Act.
