Railroad Antimonopoly Act of 1986 - Amends the Clayton Act to prohibit any rail carrier from denying use of its facilities to any shipper, receiver, or other established rail carrier if such facilities provide the sole access by rail to the shipment's destination or to the tracks of a competing carrier and if such denial has the effect of monopolizing. Provides that such prohibition shall not apply if the owner rail carrier: (1) permits such facilities to be used on reasonable terms by another established rail carrier offering competitive service; or (2) offers to transport the shipment on its facilities at such rates and under such conditions as do not have the effect of monopolizing.
Entitles any person injured in his or her business or property by reason of such a violation to sue for: (1) the actual damages sustained plus interest; and (2) injunctive relief.
