A bill to repeal section 154 of title 23, United States Code, relating to the national maximum speed limit, and to provide that the States should establish maximum speed limits.

Repeals the national maximum speed limit of 55 miles per hour.

Expresses the sense of the Congress that the States should not establish a maximum speed limit exceeding: (1) 55 miles per hour on public highways in urbanized areas; and (2) 70 miles per hour on any other public highways.
