Authorizes the Secretary of the Army, acting through the Chief of Engineers, to construct a comprehensive project for flood control in the Las Vegas Valley and tributaries area, Nevada. Specifies certain watercourses to be included in such project.
Authorizes appropriations for fiscal years beginning after FY 1984. Authorizes the Secretary to consider funds expended by State and local agencies for construction of flood control facilities in the specified watercourses after October 31, 1985, as part of the non-Federal contribution toward such comprehensive project.
