A bill to amend title II of the Social Security Act to provide for the issuance of a certificate of guaranteed benefits to each individual who is entitled to an old-age insurance benefit under such title or who is 62 years of age and entitled to any other benefit under such title, and for other purposes.

Amends title II (Old Age, Survivors and Disability Insurance) of the Social Security Act to direct the Secretary of Health and Human Services to issue a certificate of guaranteed benefits to: (1) each individual who is entitled to an old-age insurance benefit under title II; or (2) each individual aged 62 or older who is entitled to any other benefit under such title. Requires such certificates to pledge the full faith and credit of the United States to guarantee the payment of such benefits. Specifies the information such certificates must contain.
