A bill to amend section 504 of title 5, United States Code, and section 2412 of title 28, United States Code, in order to make certain units of local government eligible parties for awards of expenses of certain agency and court proceedings.

Includes units of local government whose net worth did not exceed $5,000,000 and which did not employ more than 500 employees at the time an adversary adjudication was initiated as parties eligible for awards of expenses of certain agency and court proceedings.

Amends the Equal Access to Justice Act to repeal certain termination dates to conform to provisions of this Act.
