A bill to amend section 612 of the Federal Aviation Act of 1958 to provide authority to any person operating an airport certificated under this section to take certain actions to limit excessive aircraft noise impact on persons living or working beyond the boundaries of such airport.

Amends the Federal Aviation Act of 1958 to authorize certificated airport operators to restrict: (1) the number of aircraft operations; and (2) certain noise-emission characteristics of aircraft operations.

Requires such restrictions to be implemented through procedures which do not unjustly discriminate against any aircraft operators.
