A bill to authorize construction of a dam on the Pearl River in the vicinity of Shoccoe, Mississippi, for the purpose of providing flood control for Jackson, Columbia, Monticello, Georgetown, and points downstream from Jackson, Mississippi in the Pearl River Basin.

Authorizes and directs the Secretary of the Army, acting through the Chief of Engineers, to design and construct a flood retarding dam at full Federal expense on the Pearl River in the vicinity of Shoccoe, Mississippi.

Requires non-Federal interests to agree, prior to construction of the dam, to: (1) hold the United States free from damages due to the construction and operation of the dam; and (2) operate and maintain the dam in accordance with regulations prescribed by the Secretary.
