Authorizes the Philippine Scouts and U.S. Veterans' Association of America to establish a memorial on Federal land in the District of Columbia or its environs honoring the Philippine Scouts, who served bravely in the U.S. Army in Bataan and Corregidor during World War II.
Terminates the authority to establish the memorial if its construction is not begun within five years with non-Federal funds sufficient to ensure its completion.
