Recognizes members of the armed forces involved in the military action against Libya, and expresses gratitude to Captain Fernando Ribas-Dominicci and Captain Paul F. Lorence, who were killed during such action.
Requests the President (or the Secretary empowered to make appointments to the U.S. Coast Guard Academy or the U.S. Merchant Marine Academy) to appoint any children of such individuals to the service academy of their choice if they satisfy all other admission requirements.
