Makes a supplemental appropriation for FY 1986 to the Department of Agriculture for Commodity Credit Corporation (CCC) operations.

Provides that after FY 1987 funds available to the CCC for the conservation reserve program and the Federal crop insurance program shall be available only as provided in advance by appropriation Acts.

States that: (1) the sign-up agreement for the conservation reserve program should not reduce total production below domestic or export needs; and (2) such program shall not replace or reduce any existing conservation program.

States that: (1) a specified sum shall be available for the Farmers Home Administration (FmHA) operating loan program; (2) the Secretary of Agriculture shall proceed immediately to make loans to farmers and farm owners; and (3) if such funds are insufficient, other funds should be made available for American ranchers' and farmers' credit needs.
