A joint resolution to authorize assistance for the Northern Mariana Islands, and for other purposes.

Authorizes $228,000,000 in guaranteed annual amounts of direct grant assistance to the Government of the Northern Mariana Islands for an additional seven fiscal years. Sets forth the formula for the distribution of such funds.

Requires the government of the Northern Mariana Islands to develop a seven year strategic plan for capital improvement programs.

Requires the Government of the Northern Mariana Islands to: (1) use certain funds to reduce its deficit incurred through September 30, 1985; (2) fully fund all public utilities owned or operated by such government; (3) transfer to the private sector certain functions of such government; and (4) implement a pension system for such government. Sets forth other specified requirements.
