Extends the deadline for availability of certain continuing appropriations for FY 1986 through December 19, 1985.
Prohibits the United States Synthetic Fuels Corporation from using any funds appropriated by this or any other Act for financial assistance or payments for projects or modules under the United States Synthetic Fuels Corporation Act of 1980 through 12:00 p.m., eastern standard time, December 19, 1985.
