Constitutional Amendment - Permits congressional review of a Federal court determination that a Federal or State law is invalid under the Constitution. Authorizes both Houses of Congress to disapprove and render such a determination invalid within one year after it is handed down. Requires a two-thirds vote of members present in both Houses to invalidate a Supreme Court decision. Requires a majority vote of members present in both Houses to invalidate a lower Federal court decision.
