A joint resolution to express the sense of the Congress that the President should immediately resume negotiations with the Soviet Union and Great Britain on a comprehensive treaty to end the testing of nuclear weapons, including a mutual and verifiable ban on the testing of anti-satellite (ASAT) weapons, and that the President should seek to include in the negotiations all other nuclear and nonnuclear weapons nations.
