Expresses the sense of the Congress that the establishment of an International Space Year (ISY) beginning in 1992 should be endorsed by the United States. Urges the Administrator of the National Aeronautics and Space Administration to initiate interagency discussions to establish a plan for an ISY beginning in 1992, which would provide for international missions and research and educational activities.
Urges the President to discuss the establishment of an ISY with other foreign leaders. Directs the President to submit a report to the Congress on action taken to establish an ISY.
