Constitutional Amendment - Declares the terms of Members of the House of Representatives who are elected in a year ending with a zero to be two years. Declares the terms of such Members elected in a year ending with a two or six to be four years.
Prohibits a Member of the House from being eligible for election to the Senate for a term which is to begin before the expiration of the Member's House term, unless such Member submits a resignation 30 days prior to such election which is effective not later than the beginning of the Senate term.
Prohibits a candidate for election to one House of Congress from being eligible for election to the other House.
