A joint resolution to propose an amendment to the Constitution of the United States to provide for terms of two and four years for Members of the House of Representatives.

Constitutional Amendment - Declares the terms of Members of the House of Representatives who are elected in a year ending with a zero to be two years. Declares the terms of such Members elected in a year ending with a two or six to be four years.

Prohibits a Member of the House from being eligible for election to the Senate for a term which is to begin before the expiration of the Member's House term, unless such Member submits a resignation 30 days prior to such election which is effective not later than the beginning of the Senate term.

Prohibits a candidate for election to one House of Congress from being eligible for election to the other House.
