A concurrent resolution expressing the sense of the Congress that, during the upcoming meeting between President Ronald Reagan and General Secretary Mikhail Gorbachev, the President should insist that the Soviet Union safeguard the human rights of its citizens, allow additional Jewish emigration, and protect cultural and religious rights within its borders.
