A concurrent resolution to condemn Soviet actions in implanting listening devices in the United States embassy building being constructed in Moscow and to support the President's policy on when the Soviet Union may begin to use its recently constructed chancery building in the District of Columbia.

Declares that the Congress condemns Soviet actions in having listening devices implanted in the U.S. Embassy chancery under construction in Moscow, and that it strongly supports the President's policy to not permit the Soviet Union to occupy the Soviet Embassy chancery in the District of Columbia until the United States is able to occupy the U.S. chancery in Moscow.
