States that the Congress supports the President's commitment to arms control policies that provide for substantial reductions in strategic nuclear weapons and their delivery systems; the elimination of such weapons; and the development and deployment of nonnuclear defensive technologies that would ensure the safety of the United States and its allies and that would neutralize a terrorist nuclear missile attack.
States that the Congress supports the President in the negotiation of new arms control agreements with the Soviet Union under which compliance is verifiable, which offset reductions in offensive weapons with sufficient defensive weapons, and which eliminate nuclear weapons from the arsenals of all nations.
