Expresses the sense of the Congress that: (1) the President should freeze the U.S. assets of former Philippine President Ferdinand Marcos and his wife until a decision is made as to their rightful ownership; and (2) once such ownership is determined, any assets that belong to the Philippine Government should be turned over to that Government and any assets that belong to the United States should be deposited in the Treasury along with reimbursement by the Marcoses for the U.S. expenses incurred in their coming to the United States.
