A concurrent resolution calling for a one-year moratorium on Federal spending increases.

Requires FY 1987 outlays under the concurrent resolution on the budget for FY 1987 to be no greater than FY 1986 outlays as provided under the President's sequestration order, with specified exceptions for entitlement programs, international affairs, net interest, and undistributed offsetting receipts.
