A concurrent resolution to express the sense of the Congress with respect to the administration of free and fair elections in the Philippines.

Declares that the Congress notes the pledge of President Marcos for free and fair elections in the Philippines and, in determining our future relationship with that country, including aid levels, will take into account the administration of such elections with foreign observers present to survey them.
