A concurrent resolution expressing the sense of Congress that while the Soviet authorities are to be commended for allowing Elena Bonner to visit the United States for medical treatment, the Soviet Union is obligated under several international agreements to extend the rights of freedom of expression, of movement, of association, and of communication, to her and to her husband, Andrei Sakharov.

Expresses the sense of the Congress that the Soviet Union has taken a step in allowing Elena Bonner to travel to the United States for medical purposes, and should follow up by restoring to her and Andrei Sakharov their right to travel and freedom of expression.

Urges the President to protest the repeated violations of the Sakharovs' rights by the Soviet authorities and to call upon other signatory nations of the Final Act of the Conference on Security and Cooperation in Europe to join in such protests.
