Expresses the sense of the Congress that, in accordance with the Final Act of the Conference on Security and Cooperation in Europe and other specified human rights agreements, the Soviet Union should: (1) drop all charges against Elena Bonner and restore the rights to travel and free expression to her and Doctor Sakharov; (2) allow correspondence between them and their relatives; and (3) allow Alexei Semyonov permission to visit them in the Soviet Union.
Urges the President to protest Soviet violations of the Sakharovs' rights and to call upon other signatory nations of the Final Act of the Conference on Security and Cooperation in Europe to join such protests.
